Minimum Qualifications
Education and Experience
- Bachelor's Degree from an accredited college or university in Business Administration, Supply Chain Management, Finance, Engineering, or a related field.
- Minimum 4 years of related work experience.
- Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge, and abilities for the position.
Licenses, Registration, and Certifications
- Certification from any of the following supply chain associations or equivalent preferred:
- Institute for Supply Management (ISM)
- National Institute for Public Procurement (NIGP)
- American Production and Inventory Control Society (APICS)
Position Summary
Under direction performs full professional procurement work and serves as a procurement project
manager that leads cross-functional teams through the sourcing and contracting process to obtain goods and/or services for the organization. This position also performs some transactional purchasing activities and may assist with the administration of procurement programs.
Supervisory Responsibilities
This position does not have formal supervisory responsibilities over other employees.
Essential Duties and Responsibilities
- Facilitate the end to end competitive selection process and provide direction to internal and external customers to successfully navigate the process and achieve procurement goals.
- Perform market research and analysis to understand the supply base, market drivers, and evaluate potential suppliers in terms of quality, service, support, availability, material availability, timing of purchases, production, and distribution capabilities, etc. to determine market competition.
- Consult with stakeholders to develop statements of work inclusive of comprehensive business requirements and technical specifications that satisfy procurement standards.
- Develop contract terms and conditions and formal solicitation documents including, but not limited to Requests for Information, Requests for Qualifications, Request for Proposals, and Invitations for Bid that pursue full value purchasing and mitigate risk.
- Lead business teams in the evaluation of bid or proposal offers using price and non-price factors to determine actionable outcomes for procurement solicitations.
- Develop negotiation strategy with stakeholders and execute the strategy to achieve the most advantageous results for the organization.
- Collaborate with Supplier Diversity/Business Development representative to support business development and implement and execute program requirements in the competitive selection process.
- Process purchase orders, expedite orders, and resolve problems related to deliveries, invoices, returns, changes in price, damaged goods, etc.
- Develop all executive summaries/reports to provide factual information about the procurement process to internal and external stakeholders and the public and represent the section as requested.
- Perform related work as required.
